Amid Vietnam’s accelerating national digital transformation, Da Nang solidifies its leadership with a strategic alliance: VNETWORK Joint Stock Company and the Da Nang Startup and Innovation Support Center (DISSC) have formalized a comprehensive partnership to fortify the digital infrastructure serving the local startup ecosystem. This initiative transcends symbolism, delivering tangible progress toward the ambitious goals outlined in Resolution 57-NQ/TW on advancing science, technology, innovation, and national digital transformation.

Strategic collaboration for securing startup digital infrastructure

The signing ceremony took place at DISSC headquarters, attended by key representatives: Mr. Võ Đức Anh, Deputy Director of DISSC, and Ms. Phan Thị Mỹ Hậu, CEO of VNETWORK Joint Stock Company. Far from a mere memorandum, this agreement establishes a concrete action plan structured around three core pillars:

  • Capacity building and ecosystem connectivity: Joint development of in-depth training programs, specialized workshops, and networking initiatives targeting government agencies, startups, incubators, universities, and the broader innovation ecosystem in Da Nang.
  • Deployment of cutting-edge technology solutions: Collaborative delivery of digital infrastructure, information security, cybersecurity, digital transformation support, artificial intelligence, and additional scientific technologies to directly empower research and startup development activities.
  • Event co-sponsorship and promotion: Both organizations commit to co-funding, organizing, and amplifying visibility for startup programs, from idea competitions to large-scale industry events, fostering a culture of innovation across the community.

Data security as the bedrock of a resilient startup ecosystem

As the digital economy emerges as the primary growth engine, information technology infrastructure has become the prime target for cyberattacks. According to an internal report from VNETWORK’s Comprehensive Cybersecurity Incident Response Center, DDoS attacks surged by 51% in the first half of 2025 alone, exhibiting unprecedented scale and sophistication.

Da Nang currently operates hundreds of data systems supporting scientific research, entrepreneurship, and digital transformation. These represent invaluable assets yet carry significant vulnerabilities without robust safeguards. Leveraging its deep cybersecurity expertise, VNETWORK pledges to assist DISSC in implementing a multi-layered security model for the city’s Startup Information Portal and science-technology database.

This effort extends beyond immediate mitigation, aligning with a long-term vision that operationalizes Decision 569/QD-TTg on science, technology, and innovation development through 2030, with explicit emphasis on secure digital infrastructure and national information assurance.

Extending cybersecurity knowledge to the public sector

A standout component of this memorandum of understanding (MOU) is a targeted knowledge-sharing program on information security tailored for public-sector entities. The objective is to equip technical staff and administrators with enhanced capabilities to detect, prevent, and respond to cyber risks, a mission-critical competency in the digital era.

Ms. Phan Thị Mỹ Hậu, CEO of VNETWORK, stated: “Government agencies hold vast amounts of valuable data. A single vulnerability can paralyze an entire system. VNETWORK aims to partner with DISSC in disseminating security expertise, enabling the public sector to proactively mitigate and manage incidents.”

Recent figures reveal that Da Nang nurtures 172 incubation projects and 72 active startups, the vanguard driving the city’s digital economy. Yet most remain in early stages, lacking sufficient resources for comprehensive security investment.

Consequently, young companies often present low-hanging fruit for cybercriminals. Recognizing this gap, VNETWORK and DISSC will roll out personalized security consulting programs, enabling startups to adopt protection frameworks aligned with each growth phase, from ideation and MVP to scaling.

Mr. Võ Đức Anh, Deputy Director of DISSC, emphasized: “When startups are confident that their data and online services are safeguarded, they innovate boldly, expand aggressively, and attract investment more effectively.”

A data-secure startup environment is the prerequisite for uninterrupted realization of creative ideas against external threats.
